Dear Colleagues,

You all are aware that the GEF NGO Network has initiated the elections of organizations for the position of Regional Focal Point (RFP) in your region. A communication was sent out to you on 5th May 2010 announcing the schedule for the ongoing election process.

In the first stage of the election from 6th-26th of May 2009 we are seeking self-nominations from organizations willing to stand for a four-year term as Regional Focal Point in the region.


Eligibility

Organizations interested to be RFPs must -

  • be a non-profit organization whose headquarters is based in a State in the region concerned which is participating in the Restructured GEF (see http://www.gefweb.org/interior.aspx?id=210) and whose current work includes significant focus in addressing global environment issues;
  • Be a current active member of the GEF NGO Network (a listing of such “Active” member organizations is listed on the GEF NGO Network Website www.gefngo.org)
  • have prior experience at facilitating networking and cooperation among NGOs at a national or regional level
  • be willing to take on the responsibilities of the RFP for a period of four years.
  • have a senior representative, familiar with GEF and fluent in English and able to participate in Network-related meetings and activities.


The detailed role of the RFP is described further in the ‘Terms of Reference’ of Regional Focal Point attached as Annex 1. The detailed procedure for elections is also summarized and attached as Annex 2 for your reference.


Nominations procedure

Those interested organizations meeting the agreed requirements should send before the deadline a formal letter signed by the head of the organization expressing their interest in being RFP and confirming their willingness to undertake necessary tasks on a voluntary basis. The letter should be accompanied by the following:

(i) Completed Nomination Form (provided as Annexure 3) and confirmation of agreement to follow election rules and guidance/decisions of the Election Task Force, Governance Sub-Committee and the GEF NGO Network Coordination Committee.

(ii) A letter signed by the Chairman/President or member of the Board of Governors (or equivalent) of the organization confirming the organization’s commitment to undertake the tasks of the RFP if elected.

(iii) A document describing the experience of the organization and its experience related to GEF and the Focal areas of GEF.

(iv) A work plan on how the candidate organization intends to meet the responsibilities of an RFP

(v) The name and qualifications of the designated person proposed to represent the RFP at the Coordinating Committee and oversee the implementation of the RFP’s responsibilities.

(vi) Certification of non-profit status, annual report and accounts for the most recent year.

(vii) A list of members of the board/management Committee and name and contact details of the Chair of board and most senior staff member.

The nomination documentation and information requests must be sent to the Elections Task Force by email via the dedicated email address given below and with a copy to the members of the Elections Task Force.

The deadline for receiving nominations is 26th May 2010.

As you will be aware the GEF Secretariat has formally transferred the administration of membership of the GEF NGO Network (www.gefngo.org) to the Network itself. All organizations which were recognized by the GEF Secretariat as being active accredited organization to the GEF as of March 2010 have been transferred as the new formal membership of the Network. Inactive organizations are no longer considers as members of the Network. We are now organizing for the first time under this new situation, elections of regional focal points.

On behalf of the GEF NGO Network, I am writing to you as the representative of a member organization of the Network in Caribbean Region to invite your organization to participate in elections for the Regional Focal point (RFP). The list of states participating in GEF and currently included in the region are as follows: Antigua & Barbuda, Barbados, Bahamas, Cuba, Dominica, Dominican Republic, Haiti, Grenada, Guyana, Jamaica, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago, Virgin Islands.

NGOs play a major role in the Global Environment Facility (GEF), both at the policy and project levels. Inputs from NGOs are facilitated through the GEF NGO Network, which was established in 1996. Within the Network, organizations elected as Regional Focal Points play an important role in coordinating activities at regional level and facilitating input from the Regions into the policy making of GEF.

The current RFP for Caribbean Region (Caribbean Conservation Association – CCA - based in Barbados) will soon complete its term of office and is not eligible for reelection having acted as RFP for two terms. Based on the Guidelines of the GEF-NGO Network and the decision taken by the Network Coordination Committee, elections should be held before the next Council meeting in June 2010. Elections will be organized by an "Elections Task Force" set up under the Network Governance, Membership and the Elections Sub-Committee.

The members of the Elections Task Force are: Jagdeesh Puppala (RFP South Asia and Head of the Task Force) , Saro Legborsi Pyagbara (Indigenous Focal Point– Africa), and Essam Nada, (RFP North Africa). Contact details are given in Annex 1.

The elections will comprise the following process:

Nominations
In the first stage of the election from 6th-26th of May 2009 we are seeking self-nominations from organizations willing to stand for a four-year term as Regional Focal Point in the region. The role of the RFP is to facilitate the active engagement of the member NGOs in their respective region in the work of the Network. The Elections Task Force shall shortly circulate a call for nominations including more details on the role of RFP, eligibility criteria and the process for filing of the nominations.

Elections
The list of candidates for RFP, which have been assessed by the Elections Task Force as meeting the necessary criteria, will be circulated on 30th May 2010 to the member NGOs. Details of eligible voters and the procedure for voting will be circulated to eligible voters in the respective regions prior to the voting period. The election will take place between 30th May to 19th June 2010 and will be done via e-mail. The Network would announce the results of the election process after 22 June 2010.
