  Election of Regional Focal Point for West Asia

GEF Regional Focal Point Elections West Asia

Dear Colleagues,  

As you are aware, the GEF NGO Network had initiated the elections for the position of Regional Focal Point (RFP) in your region. A communication was sent out on1st September 2009 announcing the schedule
for the election process. 

We received two nominations for the post of RFP in your region. The two candidates are Gulf Research Centre (GRC) and Syrian Environment Protection Society (SEPS). The Election process lasted for 21 days, beginning
25th September 2009 and ended on 15th October 2009.

On 21st October 2009, the CFP received the unanimous report from the Network Elections Task Force giving the result. I have the pleasure to declare that Gulf Research Centre is duly elected as the next Regional Focal
Point for the West Asia Region
with effect from 23rd of October 2009 for a period of four years.

I would like to thank both candidates for their interest in the election and the activity of the Network and all the voters for their participation.

I am sure that the new RFP will be in touch with you soon to discuss how to effectively work in enhancing the work of GEF and the GEF NGO Network in your region.

Re: Call for Voting for RFP Election, West Asia

Dear Colleagues,

You all are aware that the GEF NGO Network has initiated the elections for the position of Regional Focal Point (RFP) in your region. A communication was sent out to you on 1st September 2009 announcing the schedule for the ongoing election process.

We have received two nominations for the post of RFP in your region. The details of the two nominees including their profiles and their work plans are attached herewith for your information.

The Election process will last for 21 days, beginning today the 25th September 2009 and would end on 15th October 2009. The voting form along with the list of candidates is attached with this mail. Please also find attached the NGO update form.
You are requested to fill in the form with your updated details and send to us along with your vote.

The voting/election will be done via e-mail and/or fax and only one (1) vote per organization will be considered. The votes cast by the nominated organizations themselves, will also be considered valid. Please be advised that you are also required to submit the completely filled in NGO update form along with your vote.
The votes and the NGO update forms must be sent to the dedicated email set up for the purpose with copies marked to the emails of all members of the Task Force listed below.

You would receive automated acknowledgement of your vote from the system. The representative of the Chair, Elections Task Force, would also manually acknowledge the receipt of your vote.

The message / fax should clearly indicate the name and position of the person casting the vote on behalf of the voting organization, and the name of the organization in the list of candidates the organization is voting for. Please note that the validity of the votes sent from email addresses other than the official notified emails would be subject to verification. Please also be advised that the votes not marked to all the members of the Election Task Force would be rendered invalid.

Notwithstanding any unavoidable delays, the Elections Task Force would announce the results of the elections by 17th October 2009.

GLOBAL ENVIRONMENT FACILITY (GEF) NGO NETWORK
ELECTIONS FOR REGIONAL FOCAL POINT (RFP) WEST ASIA

Dear Colleagues,

As you are aware, the Elections Task Force conducted the elections for the RFP, West Asia in April-May 2009. You are also aware that the elections process was suspended and the matter was referred to the GEF NGO Network Coordination Committee. The Coordination Committee in its June meeting decided to re-run the elections in the region as communicated through our earlier communication on 6th August 2009.  The Elections Task Force is accordingly reinitiating the election process in the region and calls for self-nominations from organizations willing to stand for a four-year term as Regional Focal Point in the region.

As the representative of the GEF NGO Network and in the capacity of the Chair, Governance, Membership and the Elections Sub Committee, I am writing to you to invite all the members of the GEF NGO Network in West Asia to participate in elections for the Regional Focal Point (RFP).


Organisations interested to be RFPs must -

  • be a non-profit organization whose headquarters is based in the West Asia Region   and whose current work includes significant focus in addressing global environment issues;
  • have been accredited to GEF in at least during the past three years and have updated their contact details within the last three years and are shown as an accredited organizations listed on the GEF Secretariat website
  • Be officially registered with non-profit status and have proper financial management with audited accounts according to the regulations of their country of registration.
  • have prior experience at facilitating networking and cooperation among NGOs at a national or regional level
  • be willing to take on the responsibilities of the RFP for a period of four years.
  • have a senior representative, familiar with GEF and fluent in English and able to participate in  Network-related meetings and activities.

Those interested organizations meeting the agreed requirements should submit the following documents before the stipulated deadline A formal letter on the letter head of the organization, and signed by the head of the organization (CEO or chairperson) expressing the interest in being RFP and confirming its willingness to undertake necessary tasks on a voluntary basis

  • A profile of the organization giving at minimum the following -  (address, phone, fax, e-mail, mission, area of expertise, years of experience, number of staff and members, experience with Network Coordination and with GEF projects or programs and other relevant information)
  • A plan written in the language mainly spoken in the sub-region and also in English on how the nominated representative and the candidate organization intends to meet the responsibility as RFP and their priorities
  • The name and Biodata of the person nominated to be its main representative including information on their expertise and experience related to GEF focal areas and procedures.


The interested organizations would also require to submit the following additional documents for the verification of their nomination -

  1. The list of the members of the Governing Board of the organization with their expertise and present contact details.
  2. The official email addresses of the Secretariat of the organization.
  3. The Annual report and the Statement of Accounts of the organization for the past two years on the official letterhead of the organization and attested by one of the Board members.
  4. The nomination letter for the representative of the organization must be from the Chair of the Governing Board and one of the other Board members of the organization.
  5. The email addresses used for the communication must be an official email address and not from personal emails like gmail or yahoo etc., and
  6. A copy of the 'Registration Certificate' showing the organization registered as a non-profit organization.

The nominations papers must be sent to all the members of the Elections Task Force. The deadline for submitting the Nominations is 20th September 2009.

We attach herewith the latest list of organizations in the region categorized as Active and Inactive members. The organizations listed as inactive in the updated list are yet to update their contact details with the GEF Secretariat and does not appear in the list of accredited organizations on the GEF website - http://www.gefweb.org/interior.aspx?id=114 ). All the organizations that have not updated their contact details and are listed in the inactive category, are requested to submit their updated contact details in the stipulated NGO Update form positively by 10th September 2009 to the GEF Secretariat with a copy to the Elections Task Force. The NGO update form is also attached herewith for your easy reference.
The nomination documentation and information requests must be sent to the Elections Task Force  by email via the dedicated email address given below and with a copy to all the members of the Elections Task Force.

Mails received by this email address will be automatically acknowledged and also forwarded to all members of the Elections Task Forcé.  In case that acknowledgement is not received- please resend the mail with a copy to the Central Focal Point ( faizal.parish@gmail.com ) and the Chair of the Elections Task Force ( ed@fes.org.in  ).

The election will take place from 25th September to 15th October 2009 via e- mail and/or fax. One vote per organization will be considered.   The votes cast by the candidate organizations will also be considered valid. The votes must be sent to all the members of the Elections Task Force. Notwithstanding any unavoidable delays, the Elections Task Force would announce the results of the elections   by 17th October 2009.   

The Elections Task Force appreciates the patience and cooperation from the organizations in the region and looks forward for an enthusiastic participation in the elections for the GEF Regional Focal Point, West Asia.
